Pastoral mektuplar, Yeni Ahit'teki Titus, Birinci ve İkinci Timoteos'u kapsayan üç kitaba verilen adlandırmadır. Bu mektuplara verilen pastoral adı, latince "çoban" anlamına gelen kelimeden türetilmiştir. Bu isimlendirme ile mektupların bir cemaate değil, Pavlus sonrası işleri kontrol altına alacak bireysel bir "çobana" gönderildiğine dikkat çekilmek istenmiştir. Pavlus mektuplarının çoğu gibi cemaatlere yazıldığından, pastoral mektuplar kendine özgü bir kategori oluşturmaktadırlar.
Bu mektupların bizzat Pavlus tarafından yazılıp yazılmadığı, modern ilahiyatçılar arasında üzerinde yıllarca uzlaşmaya varılamayacak derecede tartışmalara yol açmıştır. Her iki iddianın savunucuları arasında bir kutuplaşma vardır.
